U.S.- Canada Program provides access export opportunities for your organic products to two markets with one certification.

The U.S. has trade agreements with several nations to facilitate organic trade. The U.S.-Canada Organic Equivalence Arrangement, signed in 2009, recognizes the USDA NOP and the COR as equivalent and allows the smooth exchange of organic products between the two countries without additional certification.

ICERT provides U.S.-Canada organic certification program basing on ACT-COR [NOP Equivalence] Program. ACT has been accredited by the  CFIA since June 2009 to certify crop production, processing and handling, and wild harvest. 


The Canadian government began implementing the Canadian Organic Regime (COR) in 2009 within the framework of the Organic Products Regulations (SOR) and overseen by the Canadian Food Inspection Agency (CFIA).   

Exporters wants apply organic certification to Canada market must comply Canadian organic standards (CAN/CGSB 32.310, CAN/CGSB 32.311) and Canada Organic Office (COO) Operating Manual.

United States

The National Organic Program (NOP)under the supervision of the United States Department of Agriculture (USDA), has been adopted as the regulatory framework for governing organic farming in the United States since 2002.

ACT does not offer services to certify organic products to the NOP directly. However, by simply enrolling in our U.S.-Canada Program to have your products certified to the COR standards, you can ship them to the U.S. without any further certification and use the USDA NOP logo under the terms of this arrangement.

    Transaction Certificate Procedure
    1. The operator requests TC / CoI to ICERT 7-10 working days before the transportation leaves the export country
    2. The operator sends TC / CoI requests complete with:
      – delivery note
      – invoice of the transaction
      – packing list from the broker
    1. ICERT / ACT will provide a draft TC / CoI copy to the operator to ensure that the data is appropriate.
    2. After obtaining confirmation that the data is appropriate, ICERT / ACT will issue TC / CoI.
    3. ICERT / ACT will send the TC / CoI electric version to the operator. For the original TC / CoI will be sent to the address requested by the operator.
    4. Every TC / COI submission will be processed at least 7 working days.
